Graal Communication Center/Moderated Status

A new option has been set forth for members who continually have their posts/threads deleted because they cant seem to post appropriately. These members will be placed in moderated status until they post appropriately, which means their posts/threads will be viewed by forum staff before being allowed to be viewed by members. This was an added option so that hopefully members wont be banned as often.
