If set to false, anybody with [[NC]] may add, edit or remove any [[NPC]]. If set to true, the [[RC]] needs [[Folder right]]s to the NPCs in the NPC-Control, i.e. CLASSES/classname, WEAPONS/weaponname, NPCS/npcname to access each type of script respectively. Wildcards may be used.
