A private server is a server that does not appear in the client's serverlist, but they do appear on the RC server list. In most cases this is because they are still under development and don't yet qualify to be listed under the hosted tab, but some are intended to remain this way indefinitely (one example is the #gscript server).
Private servers are almost always understaffed, their managers having bought them without first securing all the help they need. Many are completely abandoned. Private servers make up most of the Graal servers now. There are over 100 private servers right now.
